A Brief History of Administrative Council
This short document details the official history of Administrative Council and
the recognition of its authority by the officers and the articles of Antioch College.
1926: College President Arthur Morgan appoints an “Executive Council” of
faculty to advise him on a variety of personnel, business, and curricular
decisions.
1929:
• 8 February – The faculty votes to set the membership of “Excil” at nine
members; The College President, the Dean of the College, and the
Business Manager (all ex-officio), 3 faculty members elected by the
Faculty, and 3 faculty appointed by the president.
• 18 April – The Board of Trustees changes the name to Administrative
Council to alleviate confusion with the Executive Committee of the
Board of Trustees.
1930: In May the College Charter is amended. A new Article XV establishes that
“There shall be an Administrative Council…” The article stipulates Council
membership and charges it to “advise with the president relative to the general
management of the educational and other functions of the college.” Council was
conferred the authority to elect Trustees, to adopt its own by-laws (which it
apparently has never done), and to “have other such powers as may be vested in
it by the Board of Trustees.”
1930-1965: Excepting changes in Adcil’s composition reflected in a succession of
amendments, Article XV remains intact as part of the Antioch College Articles of
Incorporation. Of note is the added power of Adcil in 1943 to elect the College
President along with the Board of Trustees.
1965: Article XV becomes Article VII, but otherwise remains the same.
1972: In an attempt to form a governing body for the disparate campuses of the
Antioch Network, the Antioch College Council (ACCIL) is formed. Article V,
which lays out the details campus governance, stipulates that each campus have
its own governing body, of which Adcil is an example.
1976: ACCIL and the Article that established it is abolished from the Articles of
Incorporation.
1976-present: The Articles of Incorporation do not mention Adrninistrative
Council nor do they stipulate any other form of campus governance.
